Mr. Lua graduated from The University of Southern California in Los Angeles with a Bachelor of Science Degree in Public Policy, Management and Planning
Mr. Lua has more than 15 years as a private General Contractor. Mr. Lua has been responsible for over $100M as a construction manager and entitlements manager first with Westar Associates and now as a partner and Senior Project Manager at Statewide Services, Inc. in La Quinta California. Oscar has provided construction and entitlement work with various private developers, contractors, sub-contractors, city & county offices. Range of work consisted of prime scheduling, construction, loans, administration, and superintendent work and general construction delivery.
